. the indictment is this and the question is, can governor romney make a compelling case, and i believe he can, that he is the guy that can fix it. you look at his record and his back ground, the debate he will have to make the case that he is the guy that has the resume to do it and the passion and the desire to do it. he does. when he makes that case, he will tighten up the race. it will be extremely close. >>neil: the president believes the attack if libya was terrorism, why didn't he say it? why doesn't he say it? does your phone give you all day battery life ? droid does. and does it launch apps by voice while learning your voice ? launch cab4me. droid does. keep left at the fork. does it do turn-by-turn navigation ? droid does. with verizon, america's largest 4g lte network, and motorola, droid does. get $100 off select motorola 4g lte smartphones like the droid razr. >>neil: the president is declining to use the word "terror" but today the white house confirming it is the official view of the white house that deadly assault on our libyan embassy was just that, a terror attack. even the

that mitt romney needs to do in this debate to reach out to people? >> he's going to have to give us a coherent view of what he thinks. i think his biggest problem is he's all over the map all the time. the 47% thing was really damaging and then he came back and said, well, no, i'm for everybody. then he said that people could get, you know, were had universal health insurance. if they need health insurance, they go to the emergency room. that doesn't sit well. >> i've got to watch you like a hawk. i enjoyed having you on kudlow the other night. double digits to you is nine points. how does that work? >> close, close. >> you can't round up when it is nine. do you round up six to double digits? >> i try not to do that. >> you know i'm sitting here. >> i'm closer than larry lindsey was about the close of the iraq war. >> you got two guesses, i shouldn't do this, but i'm fascinated to ask neel about the imf report yesterday that said the banks were in no better shape than it was before. >> well, to be honest, i haven't read the imf report. in fact, right now, the question is the banks h

about. but in reality this is a long time in politics with three debates. we've heard the tough new tone from romney before. we certainly heard it when they rolled out paul ryan, the number one deficit hawk in the house. we've heard this before. the question for romney is, will he stick? will he stay there, and will he continue to prosecute president obama's record and policies in a more robust way? because in the past what he's done is tried the tough new tone and not stayed there. megyn: well, he's taking it a step farther, right? it's not just about his policies, but it's about his ideology and an argument that he sees the world differently than mitt romney sees the world and, you know, there was that tape earlier, the 1998 tape of barack obama and talking about redistribution, and, you know, we've heard comments like that from the president before, and both men seem to agree that they have very different ideologies, but romney hasn't really gone after the president on that ground so strongly. republicans are going to respond to that, chris. but will, will independents, and have indep
